Magistrate Judge J. Mark Coulson was born in 1963 in Philadelphia, Pennsylvania and raised in Montgomery County, Maryland.  He attended La Salle University, graduating magna cum laude and outstanding senior in his major in 1985.  After working in the computer industry, he received his J.D. degree from Duke University School of Law, graduating Order of the Coif in 1991.  While at Duke, Judge Coulson was a staff editor for The Journal of Law and Contemporary Problems.

Upon graduation from Duke, Judge Coulson went to work as an associate at Miles & Stockbridge in Baltimore, Maryland, ultimately becoming a principal of the Firm in 2000.  He handled a wide variety of civil cases, including the trial of a significant number of cases involving catastrophic injury.  In 2010, he was inducted as a Fellow of the American College of Trial Lawyers.  In 2011 he was invited to join the American Board of Trial Advocates. 

From 2021 to the present, Judge Coulson has taught Civil Procedure and Advanced Trial Advocacy at the University of Maryland Carey School of Law.  From 2008 to 2011, Judge Coulson taught Products Liability as an Adjunct Professor at the University of Baltimore School of Law.  He has written and lectured in the areas of mediation and e-discovery, and was part of this Court’s joint committee for a proposed protocol on the discovery of electronically stored information since its inception in 2006.

Judge Coulson is a member of the United States Court of Appeals, Fourth Circuit; the United States District Court for the District of Maryland; and the United States District Court for the District of Columbia.
