Judge Roger W. Titus was born in Washington, D.C. in 1941. He received a B.A. degree from Johns Hopkins University in 1963, and a J.D. degree from the Georgetown University Law Center in 1966.Judge Titus was admitted to the Maryland and District of Columbia bars in 1966.
Judge Titus was employed as an Assistant City Attorney for the City of Rockville from 1966 to 1969, and served as the City Attorney from 1970 to 1982. He began the private practice of law in 1967, and formed the firm of Titus & Glasgow in 1973. Titus & Glasgow was merged into the firm of Venable, Baetjer and Howard, LLP in 1988, and Judge Titus became the partner‑in‑charge of the firm’s Montgomery County office until his appointment to the bench.
On June 18, 2003, Judge Titus was nominated by President George W. Bush to a seat on the United States District Court for the District of Maryland. His nomination was confirmed by the Senate on November 5, 2003, and he received his commission on November 17, 2003. He assumed senior status on January 17, 2014.
Judge Titus taught courses in Constitutional Litigation and State and Local Government law at Georgetown University Law Center from 1972 to 1978, and has been a frequent lecturer at continuing legal education programs.
Judge Titus served as Secretary (1984-1987) and President (1988-1989) of the Maryland State Bar Association, President (1991-1993) of the Maryland Bar Foundation, President (1975) of the Maryland Municipal Attorneys Association, a member of the House of Delegates (1988‑1995) of the American Bar Association, a member of the Executive Council (1990-1993) of the National Conference of Bar Presidents, a member of the Board of Directors (1995-2001) of the American Judicature Society, a member of the Executive Committee of the Montgomery County Chapter of the American Inns of Court, and a member of the Executive Committee (1983-1984) of the Bar Association of Montgomery County. Judge Titus served as a member of the Trial Courts Judicial Nominating Commission for Montgomery County from 1979 to 1991, and a member of the Appellate Judicial Nominating Commission of Maryland from 1991 to 1999.
Judge Titus was inducted as a Fellow of the American College of Trial Lawyers in 1986, and a Fellow of the American Academy of Appellate Lawyers in 1998. In 1999, he was one of seventeen living lawyers honored by the Montgomery County Bar Association with its Century of Service Award. In 2001, Judge Titus was one of the first recipients of the Leadership in Law award given by the Daily Record.
Judge Titus was a member of the Standing Committee on Rules of Practice and Procedure of the Court of Appeals of Maryland from 1989 until his appointment to the federal bench. While a member of that committee, Judge Titus chaired the Evidence, Appellate, Management of Litigation, and Form Interrogatories Subcommittees.
Judge Titus has also been active in service to the community. For fourteen years (1986‑2000), he was a member of the Board of Trustees of Suburban Hospital, Inc., the last three serving as its Chairman.
Judge Titus currently serves as chair of the Court’s Disciplinary and Admissions Committee. From 2010 to 2013, he served as a member of the American Bar Association Standing Committee on Federal Judicial Improvements. In 2011, the Chief Justice appointed him as a member of the Committee on Court Administration and Case Management of the Judicial Conference of the United States.
