Magistrate Judge Jillyn K. Schulze was born in Birmingham, Alabama in 1951. Judge Schulze entered Western Maryland College in 1969 and received her bachelor’s degree in 1973. In 1980, she received her J.D. from the University of Maryland School of Law. While attending law school, Judge Schulze was admitted to the Order of Coif, and also received the Roger Howell Award and the Myerowitz Prize.

Upon graduation from law school, Judge Schulze acted as law clerk to the Honorable Roszel C. Thomsen of the United States District Court for the District of Maryland. She then accepted a position in 1981 as an Assistant Attorney General for the State of Maryland. Judge Schulze remained in this position until 1991, when she became a Legal Advisor to the Governor of Maryland. On October 24, 1994, Judge Schulze was appointed a United States Magistrate Judge of the District Court for the District of Maryland. She served as Chief Magistrate Judge from May 6, 1999 until May 6, 2006.  Judge Schulze retired on March 24, 2016, and went on recall status on March 25, 2016.

Judge Schulze has been a member of the Maryland Bar since 1980, was admitted to the U. S. Supreme Court Bar in 1987, and was also admitted to the Massachusetts Bar in 1990. In addition, she is member of the Bar Association of Montgomery County. From 1992-93, Judge Schulze served as a member of the Governor’s Commission on Legal Services Contracts. She also was a member of the Vehicle Inspection Procurement Committee from 1993-94.

From 1987-89, Judge Schulze was an adjunct professor at the University of Baltimore School of Law. In 1989, she co-authored a publication entitled, Maryland Appellate Practice: Rules and Commentary with Forms, Legg, McDonough and Schulze (MICPEL, 1989).
