A federal government attorney who is not a member of the bar of this Court is permitted to enter an appearance in any case for purposes relating to his or her employment if the attorney is an active member in good standing of the highest court of any state of the District of Columbia, provided they are familiar with the Federal Rules of Civil and Criminal Procedure, the Federal Rules of Evidence, the Federal Rules of Appellate Procedure, and the Local Rules of this Court.
Federal government attorneys seeking to enter their appearance on behalf of a federal agency or official must complete the Request for Entry of Appearance on Behalf of a Federal Government Agency form each time when entering an appearance in a new civil or criminal case. An approved request for entry of appearance applies only to the case that is the subject of the request. A new request form must be completed each time the federal government attorney seeks to enter an appearance in a new civil or criminal case.
Please email the completed form with the attorney’s handwritten signature to MDD_AttyAdmissions@mdd.uscourts.gov. Once emailed, please allow up to three (3) business days for the special appearance to be processed. After the special appearance is processed, the attorney will receive an email with instructions on how to request e-filing access in PACER. E-Filing requests should only be submitted after the attorney’s special appearance has been granted. E-Filing requests are usually processed within one (1) business day. To avoid delay in receiving e-filing credentials, please request e-filing access in PACER as soon as you receive confirmation that your appearance has been processed.
